A Message from the Superintendent

After four years of intense community engagement, which resulted in clearly identifying learning and teaching priorities, such as All-Day Kindergarten, increased STEM opportunities for students, two-way immersion Dual Language programming in Spanish, intervention and enrichment opportunities for students, and the addition of instructional coaches; and the development of a Master Facilities Plan that resulted in the successful passage of a $168.5M referendum in November of 2018; the administration developed an Operational Plan that will guide decision making, professional learning, and resource allocation for the next three years.

On Tuesday, July 16, 2019, the D205 Board of Education unanimously approved the plan.

The plan includes the following:

· Vision:  All students graduate college, career, and life ready;

· Mission:  Accelerate learning for all students;

· Belief Statements:  1) ALL students must learn and grown, 2) We accept shared responsibility for student growth, 3) We make decisions based on what is best for students, and 4) We are a future-focused community of learners.

The Operational Plan differs from traditional strategic plans in that while it is intended to serve as a focal point for decision-makers, it is also designed so that it will always be relevant to the practitioners.  It will be reviewed and updated annually so that it is flexible and fluid in a rapidly changing environment and that there is always a meaningful three-year plan in place.

The plan is designed so that facilities and sustainability considerations support student learning.  In D205’s plan, these areas are interconnected, not separate entities.

The Learning and Teaching Priorities are constructed with a Future-Focused mindset and organized around three key concepts:

Instructional Vision

Create shared understanding of the District’s vision, strategies, and priorities and develop systems to measure success in attaining the vision

Curriculum and Assessment

Develop curriculum resources and assessments aligned with rigor/relevance and the 6Cs

Instructional Strategies

Support the use of rigorous, relevant, and responsive instructional strategies that incorporate the 6Cs for all students

Each area includes annual targets, and individual school improvement plans are designed to support each of these areas with supporting details that are specific to the specific needs of each school.

A great many people contributed to the development of this plan, and this is a wonderful accomplishment for all involved.  Thank you to all who have played a part in setting the direction that will result in D205 securing its place as A National Leader in Future Ready Learning.

The 2019-20 school year marks Dr. David Moyer’s fifth as the superintendent of Elmhurst Community Unit School District 205.  Moyer has 21 previous years of school administrator experience spanning seven school districts in two states.  He has nine prior years of superintendent experience, and has served as an assistant superintendent, principal, assistant principal, and athletic director.  Dr. Moyer is under contract through the 2022-23 school year.

Under his leadership, an intensive four-year community engagement effort resulted in the successful passage of a $168.5M referendum on November 6, 2018.  District 205 has been recognized as one of the most innovative districts in the country.  Last year D205 was one of 20 districts selected to participate in the inaugural Innovation and Transformational Leadership Network, a joint venture of the American Association of School Administrators (AASA) and the Successful Practices Network, a branch of the International Center for Leadership in Education and by Harvard University to participate in its Scaling for Impact project.  In the summer of 2018, Moyer was among 30 educators from across the country to receive a scholarship from Education First to travel to Finland and study its education system.

Since arriving in Elmhurst, Moyer has led multiple efforts to improve instruction and student achievement, including the addition of instructional coaches in all buildings and a comprehensive redesign of middle school programming.  In 2018-19, D205 added Dual Language Spanish Immersion and Project Lead the Way to its programming. This year, D205 will launch a Business Incubator program at York High School and beginning with the 2020-21 school year, D205 will offer an all-day kindergarten option for the first time.  Curriculum renewal efforts have focused on interdisciplinary learning; rigor; increased STEM opportunities; increased access to grade level and advanced curriculum for all students; and a consistent, systematic approach to interventions and enrichment opportunities for learners across the District.

Dr. Moyer was recognized at the Governor’s Executive Mansion as a Superintendent of Distinction in the State of Illinois on April 21, 2015.  His previous district, Moline-Coal Valley, was recognized in July 2015 as a District of Distinction by District Administration for its work in the area of Administrator Capacity Building.

Dr. Moyer has presented at numerous state and national conferences, including this past June at the International Center for Leadership in Education’s Model Schools Conference on the topic Innovation in Schools:  A Systems Approach, and in February at the AASA’s National Conference on Education.  His article “Creating Coherence with Instructional Rounds” was published in the December 2017 issue of School Administrator.  He served on the Illinois Association of School Administrators’ Student Growth Sub-Committee and the Wisconsin Department of Public Instruction’s Work Team to develop a new statewide principal evaluation system.

Dr. Moyer earned a Doctorate in Educational Administration from Northern Illinois University (NIU) in 2004. He holds Master’s degrees in Educational Administration from NIU and Sports Administration from Eastern Kentucky University. An English major, he completed a Bachelor’s degree in Secondary Education from the University of Wisconsin.

Dr. Moyer has worked as an instructor for Aurora University and Western Illinois University.  He was inducted into the Sheboygan A’s Baseball Hall of Fame on June 13, 2015.  A former drummer and rock and roll fanatic, Moyer has seen Bob Dylan perform live 44 times.

Moyer resides in Elmhurst with his wife Donna, and has five adult children.  Two are gainfully employed, one attends graduate school, and two are in college.
